The District struggles annually to provide enough housing options for households with income under 30 percent of AMI. LRSP was conceived as a locally funded solution to provide rental vouchers to individuals as well as funding to developers/providers to support affordable housing units. Some key issues/questions have emerged since the program's inception:
- How do you ensure that the most vulnerable residents, such as those waiting in shelter, are prioritized in the program?
- How do you broaden the program to serve other households besides homeless families (like singles and seniors, who are also extremely low-income and unable to afford their housing?
- How do you sustain political viability and support for a program that still has a lot of growing to do over the long term?
