TA: Two new (to me) online photo tools

I'm always on the hunt for online photo tools to make the blog and Twitter more interesting and engaging.   Not to mention giving appropriate credit.   Two I've recently found are PhotoPin and BeFunky.   Use PhotoPin to search among millions of Creative Commons photos on Flickr.   Use BeFunky to edit photos, add effects to photos, and make a collage (because photos "get lonely too sometimes").

December 7 is the deadline for donations of pjs for foster kids

Kathleen Jackson aka The Pajama Lady is again collecting pajamas for children and youth in DC's foster care system.   The deadline for donations is December 7 and deets are on the DC Holiday Pajama Drive Facebook page.

Last year, The Pajama Lady received jammies from all but four states (Montana, Wyoming, South Dakota and Arkansas).   She's trying again this year to get donations from all 50 states (I can make sure Connecticut is covered and will encourage Jon Fernandez, former DC government employee and current Superintendent at Guam Department Of Education to quickly send a pair or two).

Neighborhood Legal Services Program partners with @DCPL

Neighborhood Legal Services Program and DC Public Library are partnering to offer two "Removing Barriers to Employment" sessions in December. Both take place at the Martin Luther King Jr. Memorial Library (901 G St NW) as part of DCPL's Job Seekers Drop-In Clinics.

DC Community Heritage Project showcase Dec. 9

The DC Community Heritage Project (DCCHP) annual showcase takes place Tuesday, December 9 from 6:00 - 9:00 pm at Wilson High School (3950 Chesapeake St NW).

DC Primary Care Association is holding a meeting Thursday, December 4 from 8:30 - 10:00 am so the public can learn about the Collaborative Oncology Clinic being established at United Medical Center on Southern Ave SE.

Sibley Memorial Hospital, UMC, and Howard University Hospital are partnering to establish a Collaborative Oncology Clinic on the UMC campus.   The goal is to reduce cancer-related mortality in Wards 7 and 8.   The partners are seeking feedback from the community―residents, advocates, providers, experts, other stakeholder―so that project planners design with your insights in mind.

The internets have spoken: Mattel did bad. Use it as a teachable moment.

The internet was ablaze with anti-Mattel, anti-Barbie sentiments recently.   All because Barbie: I Can Be A Computer Engineer included this:

When Barbie tries to restore the lost files by connecting her hard drive with another computer, friends Steve and Brian suggest that "It will go faster" with their help. Barbie agrees wholeheartedly.

While Mattel has apologized and has pulled the book from various online sites such as Amazon (see Mattel Apologizes, Pulls Sexist Computer-Engineer Barbie Book), there is plenty of good that can come from this oops.

Young women―and for that matter women of all ages―can go to Feminist Hacker Barbie and contribute more appropriate narratives for the 2010 illustrations.   I'm offering up this blog to share DC-submitted content submitted to Feminist Hacker Barbie.   Simply email me the URL where your submission appears.

Public hearing on DCHD's use of HUD funds Nov. 19

DCHD will hold a public hearing on the DC Fiscal Year 2014 Consolidated Annual Performance Evaluation Report Wednesday, November 19 from 6:30 - 8:30 pm at DHCD Headquarters (1800 Martin Luther King Jr. Ave SE).   The hearing is an opportunity for the public to comment on the agency's performance in FY 2014, specifically about its use of HUD funding.

DC has an action plan to help service members, vets, and their families

Yesterday, Mayor Vince Gray released Service Members, Veterans and their Families ACTION PLAN (PDF).   Here's why:
The men and women who serve our country and the families who sacrifice in support of service members deserve the best care and resources the District of Columbia can provide. Together, city agencies, community-based organizations andstakeholders from the District's military and veteran communities can help ensure everyone who serves has the opportunity to lead a happy and rewarding life.

The plan contains steps for the District government in five areas:

  • Criminal Justice
  • Economic Security and Employment
  • Housing and Homelessness
  • Education
  • Healthcare

The action plan was developed as part of an effort led by SAMHSA.   Participating jurisdictions―13 in all―agreed to develop plans guided by these objectives:

  • Increase access to appropriate care.
  • Close gaps in existing systems and build capacity.
  • Increase interagency communication and collaboration.
  • Incorporate evidence-based and best practices.
  • Sustain these efforts for the long-term future.

Read the action plan―it's only 24 pages, 18 of the actual plan―to find out what you can do to support service members, veterans, and their families.

Child and Family Services Agency's Partners for Kids in Care is asking the community again this year to make end-of-the-year holidays happy for children involved with the child welfare system.

There are a variety of donation opportunities and one is sure to suit you.   Options are described in the first document below.   Complete the sponsorship form and identify your preference(s); email Beatrice Williar by Friday, November 21.

Last year, community donations for children and families in the foster care helped provide more than 1,500 children with at least three gifts each and approximately 300 Thanksgiving Food Baskets.

  • November 18
  • December 2
  • December 16

When the Council Period ends at the end of December, legislation that has not been voted on by the full council will expire and will have to be taken up in CP 21, which starts in January 2015.

Open government in DC: the value and challenges of moving forward

The next big thing in Open Gov is a culture shift by Seamus Kraft of The OpenGov Foundation articulates the value of open.   Kraft also quotes two local government open pioneers Ward 6 CM Tommy Wells and DC Council General Counsel Dave Zvenyach.   Wells has used Madison's MadisonDC to collect comments on legislation several times (see Join DC Council Committee Hearing Online with MadisonDC and Comment on B20-825, the "Youth Offender Accountability and Rehabilitation Act of 2014").   The reasons seem rather obvious; said Wells June 23, 2014:

I'm excited to work with The OpenGov Foundation to provide an innovative, transparent way for DC residents to get involved with their government. Many people don't have the ability to take off work in order to testify about proposed legislation in the District. Madison DC will ensure that all residents have an equal opportunity to play a role in how Council's legislative process.

While MadisonDC is a terrific tool, let's be clear that not all DC residents will go online to comment on legislation.   Not only do all residents not have internet access, but many people do not have time to stay on top of all the legislative happenings.   So while MadisonDC and other tools may provide access to government, it will not ensure participation.

Perhaps a greater challenge to openness is, as the GE video below suggests, that ideas are scary.   Event more daunting is the challenge presented by the segment of the government workforce entrenched in business as usual.   It is this challenge that requires the most attention, thoughtfulness and creativity.   This small group of the government workforce can undermine openness in all its forms.

Washington City Paper's Will Sommer adds to the "What will the Bowser administration hold for DC?" question in Muriel Bowser: "The Status Quo Isn’t Good Enough." So What Will Replace It?   Sommer covers the much-anticipated transition work with this:
The transition team for the administration-in-waiting, run out of Judiciary Square, will be helmed by five people Bowser describes as "great Washingtonians." So far, only one has been named to the transition team, former Pepco exec Beverly Perry. (Apparently, you don’t have to be Bowser's best pal to make the team—Perry described Bowser in an April Post article as "not someone I would invite to my card game.")

Perry's name was just about the only revelation to come out of Bowser's victory press conference, although she promises more transition details on Friday. Until then, we’re left with the same Zen koan Bowser-speak that won her easy double-digit victories in two elections.

In my never-ending search for information, wondered on Twitter whether Mayor-elect Bowser would change her Twitter handle:

So no, no real news about whether Bowser will change her handle.   But following the faux Bowser will surely provide at least a few laughs.

More on the Bowser transition

WaPo's Mike DeBonis started the transition coverage November 3 with Muriel Bowser quietly gets mayoral transition efforts underway.   This story was updated November 5 with excerpts from the presser the mayor-elect held Wednesday.   During the clip, Bowser talks about the soccer stadium, the first 100 days, the issues to be tackled, and more.

DeBonis covered the November 5 presser in Muriel Bowser claims 'clear mandate,' but how she will use it is less clear.   Information about the transition team and its work―of particular interest to policy analysts and advocates―is woven through the article.   The key takeaway: transition leaders will be appointed soon.

DCist's Matt Cohen also covered the November 5 presser, in 'Transition' Has Begun For Mayor-Elect Muriel Bowser and wrote this about transition:

On Friday, Bowser will hold another press conference where she plans to announce the specific details of her transition plans, as well as the five people she's selected to lead them. Those plans, she said, will be unveiled online on a new website specifically created for the time between the end of Gray's administration and beginning of hers.


But until Friday, Bowser is remaining tight-lipped on what her transition plans will be. She said she started meeting with Council Chairman Phil Mendelson—who was reelected last night—weeks ago to discuss transition plans, and plans to meet with Gray later this week to iron them out.

Going forward, journos to follow regarding transition are Mike DeBonis, Martin Austermuhle, Tom Sherwood, Sarah Anne Hughes, and Matt Cohen.   And Josh Lopez is a must-follow on Twitter.

Wednesday, November 5 at 1:00 pm, Mayor-Elect Muriel Bowser will hold her first press conference.   She will talk about her next steps (think transition) and take questions from the media.   The presser takes place at the National Press Building (529 14th St NW, in the Broadcast Operations Center, Suite 480).

Now that Election Day has passed...

Now that Election Day has come and gone and we have the results in the various races, what are you going to do with all the voter guides, candidate platforms, news reports, and social media mentions?   If you're like me, you'll file them away, using them in advocacy campaigns, in interviews with the media, fundraising appeals, and, yes, protests and other actions.

But there's much more you can do today than I was able to do when I started my advocacy career in DC in 1996.   Today, you can

  • use public bookmarking tools and put the link to it on your website or blog.   I use Diigo for reports and articles and Pinterest for pictures of books, logos, etc.
  • download platforms and other campaign documents and upload them to a digital document platform such as Google Drive or Scribd so that you have them forever and so you can easily refer to them for advocacy and other purposes
  • identify the quotes you think are most important or useful and post them on you website or blog as part of an advocacy toolkit.   For example, in 2000, Fair Budget Coalition used the following as part of the Human Needs First rally release:
    Mayor Williams has stated that "people with disabilities [have the right to live] with dignity and independence in the community settings they prefer,"...


    At the Neighborhood Action Summit in November 1999, Mayor Williams said that "A great city is a city that takes care of the homeless, that takes care of the disadvantaged, that meets its responsibilities. Everyone knows that. White. Black. Rich. Poor."

Can I register and vote on Election Day?

Yes. If otherwise qualified, you may register at your precinct’s polling place on Election Day and cast a special ballot that same day. You may also register and vote a special ballot at any early voting center (the Board’s Office or satellite locations).

Whether you register at your precinct’s polling place on Election Day, or at an early voting center, you will need to complete a voter registration application, swear or affirm that you are a qualified elector, and provide valid proof of residence.

Valid proof of residence is either a copy of a current and valid government photo identification, or a copy of a current utility bill, bank statement, government check, paycheck, or other government document that shows the name and address of the voter.

NOTE: If you are previously registered, you may not change your party affiliation either on Election Day or at an early voting center.

Panel Discussion: 40th Anniversary of the First Home Rule Elections

DC Public Library is sponsoring and hosting the Thursday, November 13, 6:30 pm Panel Discussion: 40th Anniversary of the First Home Rule Elections in the Great Hall of the Martin Luther King, Jr. Memorial Library (901 G St NW).

To recognize the 40th anniversary of the first election process held under the Home Rule Charter, DC Public Library's Special Collections, in partnership with the Historical Society of Washington, is convening a public program to discuss the legislative process of gaining Home Rule, various coalitions of the Home Rule activist community from Congressmen to local leaders, and the campaigns, grassroots mechanics and implementation of the first primary and general election.

Moderator Martin Austermuhle, reporter for WAMU, 88.5 FM will moderate this panel discussion, with:

  • The Honorable Sterling Tucker, first elected City Council chairman in 1974
  • Dr. Michael Fauntroy, political science professor at Howard University

DC open government news

On October 29, Mayor Gray announced news about DC's open government initiatives.   The most exciting of the initiatives―FOIAXpress, Open Government Reports, revision of the Terms and Conditions, Open Government Advisory Group,,―is Open Data, the new home of DC government data sets.   According to the release,
Among the 237 new datasets available at are:
  • Three-dimensional renderings of all District buildings;
  • FY 2013-2014 DC Public Schools enrollment data;
  • New land use data sets including vacant lots and community gardens;
  • Urban Tree Canopy data;
  • Great Streets Initiative site boundaries

As agencies continue to clean their data, and work through any HIPAA aor other confidentiality concerns, more data sets will be shared on

Other welcome news is that Track DC has been upgraded.   Again according to the release,

Enhancements to the Track DC website include:
  • New graphics, charts, and visual displays;
  • Improved functionality and features, such as the ability to export data directly from agency dashboards;
  • New land use data sets including vacant lots and community gardens;
  • Simplified design, navigation, and help features; and
  • Responsive web design to optimize the user experience on mobile devices.
