BACKGROUND: The District’s Inspector General IG) serves as an independent watchdog of the District government. The Office of the Inspector General conducts and initiates independent fiscal and management audits, inspections, and investigations of District government operations; and serves as the principal liaison between the District government and the federal Government Accountability Office. The IG’s term is set by statute at five years and is intentionally staggered so that it does not coincide with a mayoral term, and remains insulated from political pressure from the Mayor or the DC Council, which confirms the nominee. The IG also forwards to the appropriate authorities evidence of criminal wrongdoing that is discovered as the result of any audit, inspection, or investigation conducted by the Office of the Inspector General; and enters into a contract with an outside auditor to perform the Comprehensive Annual Financial Report (CAFR) of the District government for the fiscal year. The District’s previous Inspector General, Charles Willoughby, announced his retirement earlier this year.
