Mayor Gray's April 30 sked

Mayor Vince Gray and members of the DC Council will talk and eat April 30 from 9:00 – 10:00 am in the JAWB.   The event is open to the media and journos will be tweeting away.   Look for tweets from Mark Segraves, @SegravesNBC4; Mike DeBonis, @mikedebonis; Patrick Madden, @Patrick_Madden; and Alan Blinder, @alanblinder.

Later in the day, Mayor Gray will brief Ward 3 residents on the proposed FY 2014 budget.   The Ward 3 Mayor’s Fiscal Year 2014 Budget Town Hall Meeting takes place from 6:30 - 8:30 pm at Alice Deal Middle School (3815 Fort Dr NW).

You're invited to May 2 meeting to review search tool for summer programs

The One City Summer Initiative 2013 has chosen the BRIDGE Project to be the official search tool for those looking for summer programs for children and youth.   The BRIDGE Project is undergoing a top-to-bottom revamp from design to the back-end system, to the taxonomy (system of organizing the information) as part of its role in OCSI 13.

One of the most important parts of this revamp work is the taxonomy and The BRIDGE Project and I, along with others interested in effective resource and referral tools, are hosting a meeting May 2 from 3:30 – 5:00 pm at Bread for the City (1525 7th Street, NW, upstairs conference room).   The purpose of the meeting is to dig into the new taxonomy to make sure it does what is needed so community members can easily search the database especially for youth programs.   All who RSVP for the meeting (via email, susie.cambria@gmail.com) will receive a draft of the taxonomy.

All DC Children and Youth Investment Trust Corporation-funded summer programs will be added to The BRIDGE Project database along with government programs and any other community-based programs that organizations submit.   There is no charge to add information to The BRIDGE Project.

Evaluating advocacy - tips from an experienced evaluator

The American Evaluation Association's AEA365 shares amazing tips, tricks, resources, and lessons learned.   Most are for professional evaluators but many apply to those of us interested in evaluating and improving our practice.

APC Week: Edmina Bradshaw on Evaluating the Advocacy Efforts of Non-Profits – After the Fact.... is a perfect example of help for regular folk interested in evaluation.   Be sure to check out the entire blog post, highlights of which are here:

Hot Tips:

Help the organization retrace its steps through a summative evaluation process – to arrive at a collection of measurements and judgments that would allow conclusions to be drawn about outcomes and impacts of their advocacy program.

Lessons Learned:

  • Use a basic logic model to articulate the theory of change. Helps clarify short, medium and longest-term goals …. and how to get there.
  • Keep it simple – To begin the process, I use a checklist of the logic model elements: Inputs, Output (Activities, Participation), Outcomes (Short, Medium & Long-term), Assumptions and External Factors. Organizations not used to theory of change find it less intimidating to tackle these separately at first – especially as different people may be involved in different stages of their program.

National Prescription Drug Take-Back Day, Apr. 27

DC Water has shared the valuable information that National Prescription Drug Take-Back Day is April 27.

According to the announcement from DC Water,

District of Columbia residents are being encouraged to safely dispose of household medications and old prescriptions at drug take-back sites throughout the city. The upcoming "Take-Back" initiative is scheduled for this Saturday, April 27 from 10:00 a.m. - 2:00 p.m. (emphasis added) This national effort is to safely collect unused and expired medications and prevent improper drug disposal and distribution.

The District Department of Health, Metropolitan Police Department and DC Water are encouraging District residents to participate in this nationwide effort. The U.S. Drug Enforcement Administration (DEA), in conjunction with state and local governments, law enforcement, community, and public health organizations will host the drug "Take-Back" initiative in the District of Columbia, Virginia, Maryland, and West Virginia.

The drug "Take-Back" initiative will help educate the public of proper medication disposal methods, as well as offer local take-back collection centers for people wanting to get rid of potentially dangerous expired, unused, and unwanted medicines. Collection centers will be facilitated by the DEA, which will work with state and local police departments throughout the region to help collect and destroy medications. Following safe and appropriate medication disposal methods will help reduce the potential health dangers to District residents," said DOH Interim Director Dr. Saul Levin. "Working together as One City to remove potentially hazardous materials, will make our city safer for those who live, work and play in the District of Columbia.”

"Flushing pharmaceuticals down the drain contribute to the presence of these compounds in our waterways," commented DC Water General Manager George Hawkins. "We are all responsible for contaminants found in water and DC Water encourages all residents to properly dispose of their pharmaceuticals. Join the many people throughout the region choosing to participate in drug take-back programs and protect our local water resources."

The service is free and anonymous. The link below is a list of collection sites in the District of Columbia. Residents can also contact the Call Center at 1-800-882-9539 for assistance.

Live to Read, May 1-15

Celebrate literature May 1 - 15 with Live to Read.   Two books are on the to-read list: Bombingham by Anthony Grooms and The Watsons Go to Birmingham--1963 by Christopher Paul Curtis.   The former is available on the shelves at Politics and Prose; the latter has to be ordered.

The Opening Program and Reception for Live to Read takes place May 1 from 6:00 – 8:00 pm at the Deanwood Community Center and Library (1350 49th St NE).   Meet Anthony Grooms, author of Bombingham; receive a free book; and perhaps win a Kindle.

New report makes ethics-related recommendations for DC Council

The District of Columbia Board of Ethics and Government Accountability has released its 2013 Annual Ethical Guidelines Assessment and Recommendation Report (PDF).   Highlights from the report are:
  • The board recommends that federal laws re: ethics be added to the city's code of conduct
  • BEGA wants authority to investigate allegations of enforce penalties for ethical standards violations
  • Recommendation to add nepotism prohibition in code of conduct
  • BEGA believes the DC Council should have the ability to expel a member based on a BEGA finding of an ethics violation

DC residents may vote in the special election April 23, 7:00 am - 8:00 pm.   Find your polling place and take a look at the sample ballot (PDF).

April is Donate Life Month

If you are not an organ donor, April is the time to change that!   The Department of Motor Vehicles makes that easy.
When you apply for a new learner’s permit, drivers license, or photo ID card, or when you apply to renew any of these documents online, you will be asked to choose whether or not you wish to be an organ and tissue donor. Your designation will be marked on the front of your license or ID card with a red heart. If you are under 18, you must obtain your parent’s or legal guardian’s written consent. If you register through the DMV in person or online, your wishes will be part of the organ and tissue donor registry and also indicated on your drivers license. You may also register online at www.DonateLifeDC.org, the District’s organ and tissue donor registry. If you use this method, you will get a organ and tissue donor card to print and carry with you. Either method is legal documentation of your desire to save lives.

FY 2014 budget update, Apr. 22

  • Partner Statement on the Mayor’s FY 14 Arts Budget Proposal:   The arts community has blogged their response to Mayor Gray's proposed FY 2014 budget hearing.   Arts advocates are disappointed with the reduction from FY 2013 approved.   DC Advocates for the Arts is encouraging arts supporters to take action.
  • The Committee on Human Services FY 2014 budget hearing on the Department of Youth Rehabilitation Services was held April 15.   Councilmember Graham's opening statement is here.

  • Testimony For Apr 17, 2013 Council Hearing On School Budget By Committee On Education – By Valerie Jablow: Parent Valerie Jablow testified before the Committee on Education April 17 and her testimony is on the Capitol Hill Public School Parent Organization (CHPSPO) website.
  • The new date for the Youth Budget Town Hall is May 4.   The event for youth will be held from 3:00 - 5:00 pm at Charles Sumner School Museum & Archives (1201 17th St NW).   From the DCYAC website (where you can also find the flier for the event):

AU invites the community to Books that Shaped America series, starts Apr. 24

Books That Shaped America

Join us for Books that Shaped America, a special series of conversations for the local community and American University students, faculty and staff. The Series features selections from "Books That Shaped America," a list compiled by the Library of Congress. Informal discussions about the extraordinary influence of these books on American society will be led by faculty and staff members from AU. This Series is intended to foster open, constructive conversations about important and enduring themes in civil society.

The first of the series, April 24, considers To Kill A Mockingbird by Harper Lee.   There will be a brief presentation and informal discussion led by Professor Cynthia Jones (Associate Professor, Washington College of Law).

FY 2014 budget update, Apr. 18

CDs of the FY 2014 budget are available from the Office of Budget and Planning.   Stop by Suite 229 at JAWB to get one.

The youth budget town hall has been rescheduled to May 4 from 3:00 - 5:00 pm at Charles Sumner School (1201 17th St NW).   The original date was April 20.

A new budget town hall has been scheduled to focus on women.   The date of this event is April 27 from 10:00 am - Noon.   This town hall takes place at Charles Sumner School (1201 17th St NW).

Reminder: Mayor's FY 2014 Budget Town Hall in Ward 4 April 18, 6:30 – 8:30 pm at Brightwood Elementary School (1300 Nicholson St NW).

Hello, WNEW listeners! I’m Vincent C. Gray, Mayor of the District of Columbia. One hundred and fifty-one years ago this week, President Abraham Lincoln signed the District of Columbia Compensated Emancipation Act of 1862, which freed 3,100 enslaved persons in the nation’s capital.

Now, the District of Columbia celebrates each April 16 as Emancipation Day. I am participating in several events to mark the occasion and to commemorate our nation’s hard-fought battle for freedom and equal justice under the law.

Next week, District residents will have a unique opportunity to emancipate ourselves – even if only symbolically – from the yoke of the federal government when it comes to spending our own money. During the special election being held next Tuesday, April 23rd, District voters will cast ballots in a race for an at-large seat on the D.C. Council and for a referendum that would amend the District’s charter to grant us the authority to spend our own locally-raised funds, regardless of whether Congress has approved a federal budget.

When this referendum was before the Council last year, the District’s Attorney General and I raised concerns about whether it could survive a court challenge. In addition, I also cautioned that it risks angering Congress during a time when key congressional leaders have expressed significant openness to giving us budget autonomy.

But, now that the measure is on the ballot, I believe the best course of action is to vote for it. This would send a signal to Congress, the country and the world that we are sick and tired of the special burdens imposed on the District – burdens that no other city, county or state in America has to shoulder.

For instance, did you know that, even though the overwhelming majority of the money the district government spends comes from our own taxpayers, we still cannot spend a dime of it without congressional permission? Even though we can point to a record that features 16 consecutive years of balanced budgets, huge budget surpluses the last two years, and a reserve fund we’ve built up to $1.5 billion, we must still submit our budget to congress for their approval.

And did you know that Congress can attach conditions to the budget that prevent the District from spending our own money in ways a majority of our residents support – such as on reproductive services for low-income women? Moreover, did you know that, every time there is the threat of a federal government shutdown, the District is also threatened with shutdown?

In a day and age when Congress lurches from one crisis to the next, it is all the more apparent that we don’t need to get caught in the crossfire. So, I’m asking D.C. residents to go out and vote for the budget-autonomy referendum.

Whether it takes effect or not, it will still send a clear message to the nation that we not only deserve our freedom, but that we demand it.

Local open data champion recognized

Local parent and activist Sandra Moscoso has been recognized by the Sunlight Foundation for her work getting and using data to inform decisions.   From the foundation:
Sandra Moscoso is not your average soccer mom. By day, she manages an open data portal for the World Bank’s Financial Program and by night she rolls up her sleeves and unlocks D.C. public school data to improve the city’s school system. A mother of two school-age children, Sandra made introducing the use of open government data in D.C.’s public schools a personal mission. Join us in recognizing her as Sunlight’s latest OpenGov Champion.

Together with other members of the Capitol Hill Public School Parent Organization (CHPSPO) -- a group that works on improving neighborhood schools, Sandra is organizing bake sales and getting other D.C. residents to talk to city officials about education.

Mayor Gray's sked includes second budget town hall

Mayor Gray's April 10 schedule includes his second FY 2014 budget town hall starting at 6:30 pm.   The mayor and cabinet members will brief the community on the budget and hear comments and concerns.   The event takes place at Luke C. Moore Academy (1001 Monroe St NE).

April 23 special election update, Apr. 10

NewsChannel 8's NewsTalk with Bruce DePuyt is having a two-part candidate debate for the open at-large DC Council seat.   Candidates appearing April 10 from 10:00 - 11:00 am are incumbent Anita Bonds (D) and challengers Matthew Frumin (D) and Patrick Mara (R).   Candidates appearing April 12 from 10:00 - 11:00 am are Perry Redd (S/G), Elissa Silverman (D) and Paul Zukerberg (D).   The panels were determined alphabetically.

What I'd like for budget season

I'd like two things from the DC Council for the FY 2014 budget season.   First, I'd like all committee reports to be balanced.   Second, I'd like all agency questions and answers and all committee reports to be posted on the council website before the hearings and mark-ups, respectively.   If you're with me on this, please give me a "hear hear" or something like it in the comments section.

  • The Current Newspapers have published a voter guide for the April 23 special election.
  • The Jewish Community Relations Council is sponsoring a candidate debate April 9 from 8:00 - 9:30 pm at the Washington DC Jewish Community Center (1529 16th St NW).   DCFPI is co-sponsoring.
  • Local media-organized debate, April 15 from 7:30 to 9:00 pm on the main stage at the Black Cat (1811 14th St NW).   From the notice:
    Doors open at 7 p.m. The moderators will be LL Alan Suderman, NBC4's Tom Sherwood, and Examiner columnist Jonetta Rose Barras. (Thanks to NBC4 contributor Chuck Thies for helping to organize, as well.)

Mayor Gray kicked off his weekly radio address March 31 at 10:05 am.   If you missed the inaugural address, you can listen to it here on WNEW 99.1 FM.

The mayor focused his first address on his proposed FY 2014 budget.   According to the mayor, the city can now address some priorities (all of which are articulated in the One City Action Plan).   Affordable housing is a key element of the proposed budget as is public education.   Public safety also gets a boost in this budget according to Gray.   Another highlight is the reform of welfare programs.

DC Code drama and freedom

I've got three FY 2014 budget updates today.

The DC Council's budget office (managed by the uber fabulous and more-than-competent Jen Budoff) explains the council's role in the DC budget process.   Read through to the end of the explanation and you'll find three sections:   Fiscal Year 2014 Budget Documents, Fiscal Year 2014 Budget Request Act Documents, and Agency Responses.


Mayor Gray announces a special budget forum for nonprofits.   The April 22 event is co-sponsored by Leadership Greater Washington, The Nonprofit Roundtable, and United Way NCA.   The mayor will pay special attention to the proposed One City Fund, a new initiative to support DC nonprofits.

New kid on the block: The District Line

There's a new news source in town:   The District Line.   It is a collaborative effort of Washington City Paper and WAMU 88.5 FM.   The weekly podcast will "talk about what you're talking about—which is to say, whatever's going on in the District."

The pilot episode (on the WCP website), considers food trucks, the WaPo endorsement of at-large candidate Patrick Mara, and nightlife regulation.

DC Public Library's Know Your Neighborhood is a treasure.   It is
an ongoing series of programs exploring the history of D.C. neighborhoods, a collaboration between DC Public Library's Washingtoniana Division and neighborhood libraries.

The Spring 2013 series focuses on neighborhoods proximate to the Mount Pleasant Neighborhood Library.   Six sessions remain in this series.   The next event is The Rise and Fall and Rise of Columbia Heights April 3 at 6:30 pm.
