An Evening for Education Justice, Mar. 22

Empower DC is holding the fundraiser An Evening for Education Justice March 22 from 5:30 - 8:30 pm at The Park on Fourteenth (920 14th St NW).   Proceeds from the event will benefit Empower DC's lawsuit to stop the closure of 15 DC Public Schools.

The event will feature live entertainment by soul songstress Ayanna Gregory and innovative indie pop musician B. DPW to Discuss Graffiti Abatement and Prevention during live web chat Feb. 28

The Department of Public Works (DPW) will hold a live web chat February 28 at Noon about graffiti abatement and prevention and invites residents, programs, and others to participate.   The purpose of the chat is for DPW officials to learn the impact of graffiti to residents and neighborhoods and to share prevention ideas.   Residents also will be able to provide information about specific locations of graffiti and receive information on how to participate in the MuralsDC graffiti prevention program, which paints free murals on repeatedly tagged or at-risk properties.

Special Election Candidates Forum, Mar. 13

SOME, Inc. (So Others Might Eat), AARP District of Columbia, and the Coalition of Homeless and Housing Organizations (COHHO) are holding a forum for the candidates in the April 23rd special election for the At-Large DC Council seat.   The forum takes place March 13 from 2:00 - 3:30 pm at SOME (71 O St NW).   This forum will give the general public the opportunity to hear candidates’ positions on a wide array of issues that affect District residents.   RSVP on the SOME website.

Update on the FY 2014 budget

NOTE: I must preface this post with this: I know I said I was not blogging about the FY 2014 budget until March 28 but this post was in process before I made that decision and announcement.

The backdrop against which Mayor Gray is developing the FY 2014 budget is, of course, the sequester.   It is extremely unlikely the Congress and President will reach an agreement by the end of February.   Without a deal, automatic cuts go into effect March 1 with implementation March 27.

The local backdrop is made up of two parts, the FY 2014 Continuing Services Funding Level (CSFL) budget and the February 22, 2013 revenue estimate.   The FY 2014 CSFL is $6,045.8 million with a gap between revenue and expenditures of -$107.3 million.   This means that without doing anything more―meeting any new needs or expanding services―the cost of doing business in FY 2014 costs more than $100 million more than in FY 2013.   There was good news last week with the latest revenue estimate for FY 2014.   The CFO estimates an additional $178 million for FY 2014.   This will relieve some of the pressure felt by the administration as they finish developing the FY 2014 proposed budget.

The budget development process so far:
The CFO directed agencies to develop their budgets in the fall of 2013 according to the CSFL.   Subsequently, the Mayor's Office on Budget and Finance (MOBF) required agencies to revise their budget from the CFO MARC for two purposes.   The first was to develop a balanced budget proposal (less the $107.3 million) and second, to allow the Mayor to fund his priorities and initiatives).   There was nothing unusual about this process; it is the same every year.

The budget process between now and March 28:
The executive branch has completed BRTs.   BRTs focused on two things: 1) challenges associated with meeting the MARCs and 2) enhancement requests.   By the time agencies got to their BRT, they had—at least in the health and human services cluster—met at least once with the deputy mayor to discuss challenges, goals, priorities, and solutions to challenges.

The deputy mayors will now identify the operating and capital budget priorities for their cluster; this will be presented to the mayor.   Mayor Gray will take the recommendations and make his decisions.   Any recommendations made by the public are now competing with those recommendations of the agencies, deputy mayors, and Goulet.

Pencils down is March 12.   This means the budget will be done that day.   The mayor will release the budget March 28 in the morning.

This annual event takes place March 7 at 9:30 am at DCFPI (820 First St NE).   The purpose of the forum is to hear the latest information and perspectives on the FY 2014 budget.   Featured speakers are:

  • Eric Goulet, Budget Director, Mayor’s Office of Budget and Finance
  • Fitzroy Lee, Chief Economist, Office of the Chief Financial Officer

Community Walk for Kenilworth, Feb. 24

On February 24 at 1:00 pm, community members and Georgetown students working in the community school are walking from Kenilworth Elementary School to Houston Elementary School.   The purpose of the walk is to highlight the daily challenges students will face when Kenilworth closes this summer.

Georgetown and DCPS students produced a video to show the challenges DCPS students face and to encourage others to make the walk.

Concerned DC Community Members to Fight School Consolidation

Washington, D.C. - Sunday, February 24th, 2013 - DC community members and Georgetown students plan to gather at Kenilworth Elementary and walk to Houston Elementary in opposition of Chancellor Henderson’s consolidation plan on February 24th. The event, Walk For Kenilworth, which will highlight the safety concerns with the walk to Houston Elementary, also seeks to promote a community dialogue about the transition and future of Kenilworth Elementary.

Kenilworth Elementary, located in the historically disenfranchised Kenilworth community, remains as a primary community center. After the demolition of the Recreation Center and the discovery of contaminants in the soil, the school served as one of the last public spaces in Kenilworth for community engagement. Furthermore, despite the prospective closure of the school, the building is set to remain open.

In the event of closure, students will be transferred to Houston Elementary unless they pursue alternative arrangements. This feeder plan will force K-5 students to walk .8 miles, crossing the landbridge above Interstate 295 and walking through the notoriously dangerous Deanwood Metro to get to school. DCPS currently has not offered busing as part of its plan to accommodate the students’ need.

Concerned community members and Georgetown students will gather at Kenilworth to walk to Houston Elementary this Sunday, February 24th at 1:00 PM to highlight the challenges faced by the students and to demand a better solution that is founded on the needs of the community and its children.

Research and public policy

The latest about research, public policy, and practice:
  • New Insight On Relationship Between Parents, Preschoolers and Obesity:   According to the Science Daily summary, preschooler's obesity risk can be influenced by what mothers eat and their behavior at the dinner table.   The findings from this study and similar ones can be integrated into home visiting and other parenting and family programs.
  • Support Needed for Children Losing Parent at Early Age:   The loss of a parent early in life that is not accompanied by appropriate support can result in poor self-esteem and isolation among other negative feelings.

  • Can Breakfast Make Kids Smarter?:   Findings from a University of Pennsylvania School of Nursing study "has found that children who regularly have breakfast on a near-daily basis had significantly higher full scale, verbal, and performance IQ test scores."   This has implications for enrollment in school feeding programs, especially during the summer when children and youth are not in school or in a program on a regular basis.
  • New study finds number of multiple births affected by congenital anomalies has doubled in the last 30 years:   The findings are important for two reasons.   The first is maternal age may play a role in the anomalies.   The second, related to the District, is the potential budget impact of any increase such as those reported in the study.

Thank you CM Catania for taking the initiative to push education reforms to the forefront of this Council session. This is the start of the discussion that I promised to voters and I heard about every day for the last year.

I also want to thank you for including Title II on expulsions at my request, which I hold as one of the root causes of chronic truancy. The legislation, as written, does not specify if the goal is eliminating only expulsions or both expulsions and out-of-school suspensions. The Committee has agreed to clarify this in the final bill to add suspensions to the study.

Today, I want to clarify that suspensions and expulsion should not be used as a means for managing a "problem student." But, it should be a means for dealing with a student in a dire situation. There ultimately should be a shift from eliminating the child from school to providing rehabilitative services. What I believe we will find in a study of our system, is that minority students are being suspended or expelled at a significantly higher percentage rate than their classmates and this is unacceptable.

I am going to request that as part of this study, OSSE use the new Statewide Longitudinal Education Data System to aggregate more data from the traditional and charter schools about the racial identity of the suspended or expelled students. If the study shows a racial disparity then it can be argued that out-of-school suspensions and expulsions are a violation of human and civil rights.

I signed on to Councilmember Catania’s legislation to support a unified front in making Education the number one issue for this Council. I may not agree with every provision and indeed look forward to today’s hearings.

If we can get our children in school that, more than any other factor, will reduce violence in our communities, and make great strides towards a school system that serves all of our D.C. residents.

Thank you again, we have ahead of us the monumental task of righting the ship of education so we can preserve the gains we have in education reform, economic development, housing, public safety – indeed the very future of our City depends on getting this right.

DHS director David Berns on the DC General Family Shelter

A Message to Staff From Director Berns:
DHS has been in the news a lot lately with specific regard to the children who live at the DC General Family Shelter. One of the reoccurring themes of these articles is that DHS is attempting to find other alternatives for families before placing them in shelter. This is correct. A shelter, even a well run one, is not a place to raise a family. It’s not good enough for our families; it should not be considered good enough for any family.

Our mission is to move families into stable housing as quickly as we possibly can. And we are doing that by helping families to take ownership of their lives through employment, job training, child support and other long-term solutions to their self-sufficiency.

Our new Integrated Family Resource Center is specifically designed to manage families who are in crisis. We stabilize them by addressing their most pressing needs first. The Center provides families with the opportunity to succeed through prevention of homelessness; exploring ways to keep them in their homes or returning them to former housing; helping them find immediate new housing without entering the shelter; and connecting families to other services as needed, such as substance abuse treatment, mental health services, domestic violence services and others.

Families are provided with TANF, financial support, SNAP, Medicaid, childcare payments and other emergency assistance. Families are assessed for employment and self-sufficiency needs and they negotiate an individual plan for their short term and long-term economic self-sufficiency. Special attention is paid to the educational needs of their children and assistance given to keeping them connected to their schools.

Since the new Center opened on November 2012, we have received nearly 2,000 visits from families seeking city services. Of these only 279 were placed at the shelter or in hotel rooms. Most others were determined to have other places to stay often with financial support from the District to assist with emergency needs. Through improved screening, a few applicants were identified as residents of other jurisdictions and not eligible for placement funded by the District.

The reaction from most families and from our community partners has been favorable noting it is a vast improvement over the old approaches of dealing exclusively with finding space in an inadequate shelter system. I am very thankful and appreciative of our DHS employees who go the distance everyday in assisting District families.

Below is a link to an editorial that appeared in the Washington Post last weekend. I believe that it serves to make the point of how critical our work is toward being better at managing homelessness of families and individuals.

Calling adults who work with young people ages 5-24!

Planning for the city's One City Summer Initiative (OCSI) 2013 is underway but before the initiative's work gets too far along, staff want to know what young people want to do this summer.   Young people aged 5-24 are encouraged to take a brief, confidential survey.   The responses will help the OCSI 2013 Steering Committee and all government, nonprofit, and community partners plan better.

Use your blog and website to promote use of the Hypothermia Shelter Hotline number

Your organization can promote use of DC's Hypothermia Shelter Hotline phone number simply by adding this image (see below) to your blog or website.   Want a different look?   Design your own.   But no matter which image you use, please advertise the Hypothermia Shelter Hotline number because cold kills.

When the temperature or wind chill is 32°F or below, the District issues a Hypothermia Alert.   The notice appears on the Department of Human Services website (in "DHS Popular Links") and is emailed and texted out by HSEMA.

If you see a homeless individual or family, call the Hypothermia Shelter Hotline, 1-800-535-7252.

"DC Understands, Language is a Right" highlights the significance of the District's language access law.   The documentary, created by the Office of Latino Affairs and Torre Visual, illustrates the reasons why language access is important, especially to the more than 10,000 Latinos in the District who do not speak English well.

Mayor Gray's Feb. 13 sked

Mayor Gray's regular biweekly presser is being held February 13 from 10:00 - 11:00 am at Union Kitchen (1110 Congress St NE, just north and east of the Union Station rail yard, off L St between 2nd and 3rd Sts NE).   The mayor, DM Victor Hoskins, and DOES Director Lisa Mallory will announce a job training and job creation effort associated with the creation of the city's first culinary incubator.   From the presser announcement:
The interest in, and talent attracted by, the District’s growing fine-dining scene has spawned the city’s first culinary incubator, Union Kitchen. This 73,000-square-foot commercial kitchen offers promising culinary entrepreneurs access to a low-cost, low-risk, full-service food-preparation facility to grow and establish their operations. Union Kitchen is partnering with DMPED and DOES to train several District residents to build kitchen and facilities-management skills and start businesses.

JAWB front entrance reopened

The front entrance―1350 Pennsylvania Ave NW―to the John A. Wilson Building reopened earlier today.   Visitors, staff, and electeds may now use this entrance.

Councilmember David Grosso Addresses School Expulsions and Suspensions in Attendance Bill

Washington, D.C. - In an effort to address the issue of truancy within the District's public school system, Councilmember David Grosso (I-At-Large) included a provision in the "Attendance Accountability Amendment Act of 2013" that calls for the Office of the State Superintendent of Education to submit to the Council a report with recommendations for each school official to eliminate out of school expulsions and suspension except for those students who pose a threat. The Committee of the Whole and the Committee on Education will hold a joint public hearing on the bill today, Tuesday, Feb. 12, 2013 at 11:00 a.m. in room 412 of the John A. Wilson Building.

The "Attendance Accountability Amendment Act of 2013" aims to enhance school attendance and to hold parents accountable for students that have 10 unexcused absences within one school year. If the bill is enacted, parents who fail to comply could be mandated to complete community service hours, attend parenting classes or pay a fine.

"Students that are expelled or suspended are more likely to drop-out, more likely to be truant and more likely to do poorly in school. As we continue to strengthen the District's public school system, we can and must eliminate suspensions or expulsions when safety is not at risk. We must ensure that our kids are getting to school each day and staying in school, and it is my job to engage parents and educators and to get them involved in the process of reforming our school system," said Councilmember Grosso.

"Grosso Near You", Feb. 14

At-large CM David Grosso's next "Grosso Near You" takes place February 14 from 8:00 - 9:30 am at Modern Times Coffeehouse at Politics and Prose (5015 Connecticut Ave NW).

"Grosso Near You" takes place four Thursdays a month at rotating coffee shops around the District.

Hearing on attendance accountability, Feb. 12

The Committee of the Whole and Committee on Education are holding a hearing on B20-72, "Attendance Accountability Amendment Act of 2013" (PDF) February 12 at 11:00 am in Room 412 of the John A. Wilson Building.   More than twenty public witnesses have registered to testify; two government witnesses will represent the administration.   The draft witness list is here (PDF).

The Trust is holding a strategy session for summer February 28 from 9:30 am - 3:30 pm at The Hill Center (921 Pennsylvania Ave SE).   Child- and youth-serving community-based organizations and DC government agencies are encouraged to attend.

Have the young people you know taken the Youth Voice Summer 13 survey?

Planning for the city's One City Summer Initiative (OCSI) 2013 is underway but before the initiative's work gets too far along, staff want to know what young people want to do this summer.   Young people aged 5-24 are encouraged to take a brief, confidential survey.   The responses will help the OCSI 2013 Steering Committee and all government, nonprofit, and community partners plan better.

CM McDuffie on NewsTalk, Feb. 8

Ward 5 CM Kenyan McDuffie will guest on NewsTalk February 8 at 10:00 am.   Bruce DePuyt will talk with McDuffie about the industrial land transformation task force the CM and Mayor Gray recently created.   According to WJLA's Daybreak Daily for February 8, the CM will also be asked about the budget surplus and the CFO's resignation.   (UPDATED: 2/8, 5:40a)

The forum was put together by DC for Democracy. Eight candidates that met the 3000-signature deadline with the DC Board of Elections were invited to participate in the forum. All candidates showed up, except for former Councilmember Michael Brown. It is unclear the reason why Mr. Brown did not attend forum. Candidates were given 2 minutes for introductory remarks, and after each had one minute to answer questions. All candidates had an opportunity to answer the same questions. Towards the end of the forum, the format changed a bit, and candidates asked questions to each other. The candidates that participated in the forum were: Anita Bonds, Matthew Frumin, Patrick Mara, Perry Redd, John F. Settles II, Elissa Silverman and Paul Zukerberg. Some of the issues addressed included the city's surplus, public schools, statehood, and low-income housing.

A friendly reminder that Mayor Gray, Natwar Gandhi, and the CFO team will brief the DC Council on the FY 2012 CAFR today at 9:30 am in the Council Chamber.

"DC and Higher Ed: A Historical Perspective", Feb. 6

An announcement from the Juanita E. Thornton/Shepherd Park Neighborhood Library in honor of Black History Month.   The library is sponsoring "DC and Higher Ed: A Historical Perspective" February 6 at 6:30 pm.
Marjorie Lightman, Ph.D., and William Zeisel, Ph.D., will discuss the historically important and frequently unexamined questions of the role Congress has played in District affairs back to before the Civil War. Topics will include:
  • Development of the public school system
  • Evolution of teachers colleges and their role in District education
  • Effects of segregation and desegregation
  • Colleges chartered in the late 1960s
  • Formation of the University of the District of Columbia in the 1970s
  • Development of UDC in relation with home rule

CM Catania guests at Ward 4 Dems meeting Feb. 6

At-large CM David Catania (chair of the Committee on Education) will be the guest speaker at the Ward 4 Dems meeting February 6 at 7:00 pm at Emery Recreation Center (5701 Georgia Ave NW).   Catania will talk about the key issues, as he sees them, related to public schools in the city.

Free office furniture for pickup Feb. 6

The DC Recovery Community Alliance has lost its lease and needs to downsize.   They have desks, chairs, an eight-foot conference table and eight chairs, filing cabinets, and a Brother fax machine to give away to another non-profit (under the terms of the original donation from the General Services Administration).   The Alliance would like to have them picked up Wednesday, February 6.   Contact Rob Fleming at (202) 797-2388 for details.

Oversight (and budget) hearing skeds online

The council's budget office reports that the oversight (and budget) hearing schedules will be updated every Tuesday as needed.   An added bonus, the schedules issued January 30 are online. (UPDATE: Link updated 2/5/13 at 12:40 pm.)

CM Evans on NewsTalk, Feb. 4

Ward 2 CM Jack Evans, who is also chair of the council Committee on Finance and Revenue, will guest on NewsTalk February 4 at 10:00 am.   Bruce DePuyt will talk with Evans about Natwar Gandhi's departure as CFO in June.

WAMU puts out call for artists to help expand coverage:   WAMU 88.5 is pulling together a group of artists (musicians, directors, actors, writers, artists) in the metro area to help the radio station expand coverage of arts and culture.
