Is punishing parents the best way to address truancy?

In light of the July 8 roundtable on children's mental health at which truancy and dropping out of school became the focus, I would encourage you to look back to a policy analysis on parent engagement and the analysis of TANF parent engagement in education.   Both were written when CM Kwame Brown was considering penalizing TANF recipients for poor school engagement.   Welfare and education advocates alike educated the CM about the real reasons for poor parent engagement (including the failure of schools to make attempts to engage parents) and convinced him there was a better way to achieve the policy and practice goal.
