Revised FY 2011 budget support act

Here is the "Fiscal Year 2011 Supplemental Budget Support Act of 2010" (PDF) (amendment in the nature of a substitute) under consideration by the council today.   Should changes be made, a revised copy will be re-circulated this morning.   Note that the FY11 Supplemental BSA Emergency will mirror this permanent.
