From the executive branch in the September 17 DCR

The latest edition of the DC Register contains proposed rules on the education issues of student conduct, Pre-K and procurement rules for the Office of Public Education Facilities Modernization and a meeting notice on HIV/AIDS, TB, and STDs.   The public is encouraged to comment on the proposed rules and attend the health meeting.
  • Proposed rules on student conduct:   The Office of the State Superintendent of Education published proposed rules creating a new Chapter 25 entitled "Standards for Student Code of Conduct."   The rules consider public comments received on prior occasions.   Details about commenting are in the rules.
  • Proposed rules regarding standards in Pre-K:   The Office of the State Superintendent of Education has proposed uniform standards of quality for all publicly-funded Pre-K programs.   In large part, the proposed rules rely on existing rules in place to protect the health and safety of children in the programs.   OSSE will submit the proposed rules to the Council of the District of Columbia for a 30 day review.   The public is taking comments from the public; details are in the rules.
  • Proposed rules creating procurement policies for the Office of Public Education Facilities Modernization (OPEFM):   The emergency and proposed rules would make OPEFM's contracting methods more transparent and open.   They were written in response to a recommendation from the City Council.   The emergency rules became effective September 16 and will expire in 120 days.   Final rulemaking will take place no earlier than 30 days from the date of publication.   Details about commenting are in the notice.
  • Metropolitan Washington Regional HIV Health Services Planning Council meeting:   The next meeting is being held September 30 at 5:30 pm at One Judiciary Square.   The public is encouraged to attend.   Details about the meeting, including how to RSVP, are in the notice.
