- Summary of FEED DC introduction by CMs Cheh, Catania, Kwame Brown, and Wells. FEED DC stands for Food, Environmental, and Economic Development in the District of Columbia. The legislation proposes to attract grocery stores to locate in parts if the city with high numbers of low-income people by creating a public/private partnership. - B18-344, "Expanding Access to Juvenile Records Amendment Act of 2010", passed the council on first reading July 15. According to a CM Wells’ press release, "This is an important step to break through barriers created by strict confidentiality laws that at times have served to disconnect and isolate at-risk youth and families, and prevent accountability of decision makers by the community."
