The other news is about earmarks. The council voted to remove all earmarks from the FY 2010 budget and City Council Chair Gray is recommending that the FY 2011 budget contain no earmarks. It is curious that the council also approved requirements for nonprofit organizations seeking earmarks. The requirements are consistent with those recommended in the Bennett report including rigorous grant management and compliance with business laws and regulation.
