Emergency and final rules re: excessive surpluses of health care companies

The Commissioner of the Department of Insurance, Securities and Banking published final rules in the November 13 DC Register to create and adopt detailed procedures for the review of the surplus of hospital and medical services corporations and to determine whether the surplus is excessive or unreasonably large.   This notice of final rulemaking follows the publication of emergency and proposed rules published in the DC Register on July 10, 2009.
