CM Gray describes DCPS budget as "opaque"

Here is Council Chair Vince Gray's opening statement for the April 9 DCPS budget hearing.   A taste of what Mr. Gray said:

"It is axiomatic that education is fundamental to the success of the District of Columbia, especially during the difficult financial crisis we are currently experiencing. It is imperative that we focus on the persistent student achievement gaps found in the schools, as well as identify the best strategies to raise the achievement of all students, propelling them into meaningful careers and fulfilling lives.

However, I would like to acknowledge that while improvements were made on the local school budgets, their guiding document remains opaque, stymieing the public’s and the Council’s ability to ascertain how DCPS is prioritizing spending and where DPCS has increased or decreased investment."
